What this page does not do yet is translate that level into what agents will actually give you next year. That sentence is the one this instrument exists to deliver, and it is missing on purpose: it has to come from what happens in organisations at each level rather than from the ladder's own logic, so it is being written from those engagements. Naming the gap is better than filling it with something derived.
